Whoa! The 12th does not offer protections as far as most astrology authorities go (to my knowledge – correct me if wrong). More the opposite.
The 12th usually pictured as a hidden house, associated with huge, powerful, complex and inaccessible (to individuals) institutions like prisons, hospitals, governments and the like. Neptune theoretically ‘rules’ Pisces and by extension the 12th, but that doesn’t mean it rules individuals lives in total. It is one of many influences and its power in an individual’s chart depends on many things, not just one house or sign position. Also, drugs and various abuses are often associated with Neptune, but again, that does not mean other influences do not pertain or offset the distorting affect Neptune can have as to perception (vs. the ‘actual’ reality, which is hidden).
Finally, it just isn’t appropriate or responsible, imo, to speculate on top of rumours and scandal stories by journalists who specialize in hot, money making publications. Not to say there may not be some truth in such stories or publications, but keep in mind that (if you give astrology credibility to begin with) by definition Neptune is the planet that distorts reality.
