Mark Rutte, the Netherlands PM, has replaced the UK as head of the EU awkward squad, digging his heels in over the proposed Covid-19 rescue package. He along with the other ‘frugal four’ (Sweden, Denmark, Austria – and Finland) thinks the suggested €750bn ($857bn; £680bn) is too large, should be repayable loans not grants, evoking howls of blackmail from the Italian PM. And he thinks it should be withheld from nations who do not meet certain democratic principles, which has incensed Viktor Orban of Hungary and Poland.
This month was always when the EU was going to face its stiffest test with tr Uranus picking up the conjunction to its 8th house financial Moon and squaring the 11th house Uranus for the first time, and repeating into early 2021. All of which adds up to a series of massive jolts – an effective bomb – under EU finances and future plans.
Mark Rutte, 14 February 1967, The Hague, 6.53pm, is a Sun Aquarius square Neptune; with his Sun on the focal point of a Yod to Jupiter sextile Uranus – so can be domineering but also a catalyst for change. What is significant is his Saturn in Pisces opposition Uranus (Pluto) in Virgo. His Saturn squares the EU Gemini Midheaven and is conjunct the EU’s Descendant – making him a block on warm relations and forward movement, unless Saturn’s dictates of austerity, decency and obedience to rules are adhered to.
Tempers are flaring and the summit is dragging on without great hopes of an agreement – though the EU usually manages to cobble together something even as it hangs off the cliff edge. See previous post on EU finances – May 21 2020.

Add On: Two thoughts from commentators.
Firstly: They ducked the issue of creating a link between the rule of law, allowing Hungary’s autocratic Orban (and others) to think he had won.
Secondly: The EU has set itself on a path to fiscal transfers and mutual debt issuance — something that had, until very recently, been a federalist pipe dream. “If you had told me a year ago that the EU would be agreeing – a budget like this I would have said you’re daydreaming,” said Maria Demertzis, a think-tanker. “Tuesday’s package may officially be a temporary crisis measure, but it could well end up becoming permanent by default — notwithstanding the scepticism of the frugal states.”
Macron said, “- we’re creating a budget in the eurozone. So this is indeed a moment of great change for Europe and for the eurozone.”
It remains to be seen whether the frugal five will allow it to become standard practice moving ahead. And whether the EU as a standard bearer of values and rule of law has allowed itself to become devalued.

Cancer rising, so Moon is chart ruler, with the Sun in front just, in an anaretic degree…..which gives a limbo feeling – an ending, but also a beginning? it is not wonderful to see Mercury in the 12th squaring Mars in Aries – Mercury in the 12th is very ‘behind the scenes’ so there will be factions who join together to subterfuge other members….six cardinal planets means much rushing about and action, yet there is great sleight of hand because of the Mercury/Mars factor. The Moon seems a bit overshadowed by all the heavyweights bombarding it…. if it was a personal chart, Mercury would be the vocational indicator, but it suffers from being bashed by Mars and hidden away in the 12th….clearly things will be done behind the scenes and factions formed. Saturn and the Nodes are also at 28 degrees, so this alliance (at least on paper) may not last long as possibly new (unexpected) conditions arise which make the whole thing have to be thrashed out again……hmmm. PS Mercury is at 9 degrees of Cancer which Carter associates with “paralysis” which may translate into refusal to budge on many things. As pointed out above, Venus square Neptune is a difficult one to live with in such a scenario – who will hold the purse strings?

Thanks Marjorie, the chart for the deal itself is intriguing, with that Sun opposite Saturn, Cancer/Capricorn, protection/restriction kind of message. I noticed that Mars in Aries will retrograde at 28 degrees in September, pushing against the Capricorn Saturn and Cancer Sun from the 10th house. Arguments, at the very least. Also the Venus square Neptune in the chart does give a temporary or uncertain feeling to any financial agreements, and looks a bit flaky really for something so important. There’s a solar eclipse next June at 19 Gemini that might be a trigger for this? You can see all the partners represented in that Jupiter, Pluto Saturn line up around the descendant, but that’s also the house of ‘open enemies’……hmmn.
No doubt more will trickle out as to exactly what was agreed and the upsides and downsides.

Well, this happened probably just hours after this was posted. Finland, BTW, had mainly issues with financing structure, not the size of the package and got these points through, so at least here this is also framed as a “victory”.
Historic EU recovery plan agreed!! This is definitely a change in direction to federal Europe. May be the change and jolt are of a good kind.

Dear Marjorie, just writing this here because I didn’t know where else to post. Justin Trudeau seems to be in massive trouble over a controversy involving a charity called WE. This time it doesn’t look like he can justify his actions.
Could you do a chart timeline of Mark Rutte being kicked out. We in the Netherlands truly despise him and would rather see him rotting in jail for the rest of his days.
Ever since he was put into power the dutch have been suffering.

Rutte has 6 water planets and 2 heavies (Sat/Plu) in earth – only Sun Air/Moon Fire. His vocational indicator is the Neptune in Scorpio bottom of the chart squaring the Sun…..Mercury (chart ruler) is very stressed natally, opp Ur/Plu from 1st to 7th houses, perhaps that is the signature, battling it out with others in public. He has strong nodal transits – Uranus conjunct North Node in 9th probably this trip as its exact… Uranus natally rules his 6th house of work and health and transit node is squaring his Saturn in the 8th (finances, joint responsibilities). Pr. Mercury and Neptune are tightly bound into that, so there is a lot of wheeling and dealing, but it looks a bit like the Bismarck to me….sunk.
Countries cannot recognise their own problems, and having enforced rules forced upon them to “cooperate” seems likely to fall on deaf (angry) ears. The maxim ‘there’s no truth, only points of view’ leaps to mind – the progressed Sun and Moon are also about to square the progressed Midheaven so its highly focused on the demands, which others see as unfair and even incomprehensible, given their own histories. Great care is needed here…..
This feels like an enourmous rupture for me. So yes Uranus. Partly with my support for the EU, as I am suddenly not at all in favour of what is being proposed. And partly with my seeing Merkel as a mother figure who can do no wrong, and now wondering if I can trust her or not. Other moon / cancer things come to the fore for me. I live in Sweden and usually I don’t see myself as a ” I pay taxes, so should you” person, but it comes to the fore here. Partly in relation to food because the countries which are asking for more support pay less tax on food. I also don’t want to subsidise staes who are currently taking away human rights.
It feels like something very historical is being enacted along protestant / catholic values and traditions (apart from Austria) with Germany being in the middle.

Hello Marjorie, Compliments for your work! I looked at Mark Rutte’s horoscope: he has an amazing lot of planets around 23-28 degrees. A kite with two yods. And secundairy progressed planets also in those degrees. The EU and her leaders have significant placements there also. Despite all the patterns in Rutte’s chart the Leo-degrees are empty. Guess what? Merkel has her Pluto there and Orban his Mars. Charles Michel his north node. Sebastian Kurz his Mercury. And like you showed us the EU’s secundairy progressed Moon is at 25 Leo now. With an august lunation, with transiting nodes and the Capricorn-bunch around those 23-28 degrees it is time to get the work done. No birthday-party like Rutte said. Eris conjunct his Moon; he is throwing the golden apple and the fight can start. I wish them wisdom.
