ICE – the thorny problem of immigration

The historic Alien Enemies Act, used only three times since its adoption in 1798, during war time, has been resurrected as an excuse for the Trump administration to arrest and deport undocumented immigrants. The present acting direction of ICE, the immigration enforcement agency, Todd Lyons said he would like the agency to implement a system of trucks that rounds up immigrants for deportation in a system “Like [Amazon] Prime, but with human beings”. “We need to get better at treating this like a business.”

 The Alien Enemies Act, 6 July 1798, had a hard Sun Saturn in Cancer trine Neptune trine Mars in Pisces with Mars opposition Uranus. Not awash with sympathy or sentiment.

 The United States Immigration and Customs Enforcement (ICE), a federal law enforcement agency under the U.S. Department of Homeland Security was created on 1 March 2003 by George W. Bush following the September 11 attacks to protect from cross-border crime and illegal immigration that threaten national security and public safety. It has a Pisces Sun with the tough, unfeeling, war-associated Saturn in Gemini opposition Pluto (conjunct Mars).

 Tr Saturn is square the ICE Mars earlier this year and on and off till January 2026; with a change-of-direction tr Uranus square Uranus this June into 2026.

 Todd Lyons, no birth time, took up his position on March 9 2025 which gives his term a Sun Saturn in Pisces trine Mars in Cancer, sextile Uranus – again unfeeling with a hint of cruelty.

Strange how all of the above are awash with Water planets which are often erroneously deemed to be touchy-feely and soft hearted. The reality can often incline more in the direction of a strong need for self-protection which has the effect of coming across as selfish or cut off from human connection.

The Alien Enemies Act is running into trouble within a year with the Solar Arc Saturn Sun crossing the Pluto in 2026/2027. Todd Lyons term also looks to be running into a wall by 2027.

 Two astro thoughts, well three.  One: the Alien Enemies Act has its Saturn Sun in Cancer square the USA Saturn in fair-minded Libra so its stony-hearted approach will not sit easily with the USA’s basic ethos. Two: The ICE Saturn is exactly conjunct the USA 9th house Mars and square its Neptune, hinting at the unease its measures bring.

 Secondly ICE, set up during the 2003 Saturn opposition Pluto links in closely with Trump’s chart. The ICE Saturn in Gemini being exactly conjunct his Sun with the ICE Pluto in opposition so there is something in his dark soul which embraces the war-time ethos which ICE represents. War time necessitates that certain peace-time legal niceties are dropped.

  1. It has recently been noted that ICE agents can go around masked, unique among US law enforcement. This had been so common so that it hadn’t even occurred to most people, including myself, that this should not be acceptable, and is even more striking given the MAGA regime anti-masking attitude amid the pandemic.
    This is all too reminiscent of the hooded KKK (as well as fictional representations of fascism, such as ” Star Wars stormtroopers, not to mention Vader himself); with all the fake paraphernalia available for purchase, who even knows whether those are real agents.
    The Pisces chart is initially surprising (tho Bin Laden was a Pisces, and much blood has been shed in the name of faith), but Mars, Pluto, Saturn explain the cruelty. Neptune in the 8th is secretive.

  2. Solaia may be able to confirm this. I was talking to a person I know, a migrant currently in Sweden, and he mentioned that the Swedish foreign or labour minister (he is not sure which) said that they are working on making Sweden as unattractive as possible to migrants, particularly asylum seekers.

    The UK government’s immigration white paper on Monday seems to be doing the same, though to legal migration. That is to say that the mood music in the West seems to be to make immigration, both legal and illegal, as burdensome as possible to make it as unattractive as possible.

    That is mostly Europe. The US is unattractive even for visiting, never mind long term immigration. That leaves just Canada, Australia and New Zealand. I wonder how the new governments in Canada and Australia is looking at immigration now.

    • Late last night I surfed into a BBC tv discussion on migration where a speaker pointed out that African countries are very worried about migration within Africa of the poor to richer countries. They fear that there countries will be so overwhelmed that their professional, qualified, entrepreneurial classes would leave Africa. Migration is not just a concern of the West. It’s such a complex widespread problem without obvious solutions especially at the grassroots level.

    • While I do think immigration should be regulated and done properly, it still astounds me that Western governments want to put huge limitations on immigrants, where the vast majority come from the Middle East – yet at the same time they have no problem funding a war machine in the Middle East that helps decimate these people’s countries where many are forced to join the swathes that are flooding Europe. We are such hypocrites.

  3. My grandmother, born in 1903, was brought to the U.S. as a teenager, I don’t know why, but
    she never became a citizen. When she was elderly, she was threatened by the U.S. state dept.
    with deportation. My mother had to go there and plead for her elderly mother to stay. It was
    baffling, grandma never committed any crime, she worked all her life and she lived on a shoe
    string budget, she never borrowed money. I believe she was receiving social security, so I
    don’t know what happened. Fortunately the state dept. allowed her to stay, but if she was not
    so elderly at the time, they definitely would have deported her. So senseless.

    The other day I was at my local very small Aldi store, waiting in line to check out. A very
    Hispanic couple, they too were older, at least in their 70’s. It was a Sunday, they probably
    just left church, they were dressed in very clean clothing that is commonly worn in Mexico,
    straw hat, embroidered cotton clothing, they did not speak English but they were so polite
    and kind to me. I said “Gracias” to the husband, his wife nodded and he said to me, “Same
    to you”, in a way that I felt he wanted to try to engage with me the best he could despite
    our language difference. I just stood there, taking them in, they were the most gracious,
    loving and nice people. The cashier spoke Spanish, all the while I realized how inhumanely
    stupid it is that we cannot just allow them to stay and enhance our community. I would
    love to have them as neighbors. They deserved peace and quiet. There was nothing
    criminal about them. Criminalizing them because they came here illegally like my grandma,
    is just wrong and stupid. It is dragging our society down as a whole. Things are just going
    down, in a race to the bottom.

  4. Two thoughts. The Alien Enemies Act Sun-Saturn is conjunct the US Sun-Jupiter square Saturn. Its revival is not to me an abandonment of American ethos but its hardening, hopefully temporary, based on defensive fear which, if long-lasting, will lead to rigid decline. There have been other anti-immigrant periods in American history, notably during WWI when the FBI was founded to basically do what ICE is doing now, and during the Depression when over a million Mexican workers, some of them American citizens, were expelled.

    Also, a Water grand trine is inward-looking and self contained because of emotional insecurity, but still can be positive or benign. Canada has a Sun-Uranus conjunction in Cancer trine Jupiter in Pisces and Saturn in Scorpio, and square Neptune in Aries. This is a normally peaceful configuration but the Uranus factor appears when provoked.

    • Hmm, I should look at moving to Canada. I too have a Sun-Uranus-Jupiter Water Grand Trine (but in different signs).

  5. And at the same time, Trump has just fast tracked visas for dozens of white South Africans to enter the US. Yet another piece of the jigsaw puzzle!

    • No jigsaw about it Ken, we know that Elon Musk (white South African) is in the mix cooking up his good soup and he paid dearly to Trump for that privilege (remember?). This is the same guy who wore a T-Shirt that said MAGA – Make Apartheid Great Again. I kid not because I saw the picture.

      So when they broach the subject about sending US citizens to El Salvador. Do you think it will include white US citizens? Hmm…..

      I even wonder whether Trump first command and in really in charge this round. He looks like someone who is being told what to say and given an Exec Order to sign and sometimes doesn’t even understand what he is signing. However he puts some incoherent words around it and then just signs whatever he is given and he is told. From what I see his minions who he has surrounded himself with are running this show and it is pretty worrying that if he drops out of this life Vance will be headed this up and will continue at pace.

      This US Pluto return and oncoming Uranus return is now looking pretty scary potentially for those who are not Caucasian in line of fire of the Trump Administration. This administration is not making it about fixing a country’s ethos and mindset to be great but about who looks different.

      My theory is that a potential 2nd American Civil War will be themed around the US Brand of Liberty and Democracy versus ….. (fill in the gap) and the power will be in the hands of the populace taking to the streets more and more.

      Right now, sitting down and watching this play out like a soap opera may be to the world’s detriment but only the US people can fight within to stop this virus to avoid the words we don’t want to think about or say.

        I think you’re calling it about right in terms of the Trump administration racism and Musk’s aggravating role, though he’s also motivated by greed and avoiding the prosecution that was headed towards him had Kamala won. There’s racism of every sort, including antisemitism and especially Islamophobia, as well as overt but less clearly stated discrimination against Black and Latino Americans. The campaign against DEI is intended to suppress and reject Blacks and women as inherently unqualified and, of course, uneducated.

        Did you see last year’s film “Civil War? I found it extremely disturbing and prescient, aside from that alliance between California and Texas, which wouldn’t happen. But California and New York, the New England or Mid-Atlantic, yes.

        I can also see the Union breaking apart based on Trump and the Rethuglicans’ misuse of blue state dollars to advance his racist and anti-immigrant policies and, essentially, destroy so much of what’s good about the US.

        The resistance is growing. Another day of large demonstrations nationwide is planned for June 14, in parallel to Trump’s misbegotten “Birthday Parade.” Opposition will grow as the impact of his minions’ cuts spread out through the country, depriving food banks of funding for food for the poor, funding for Medicaid providing healthcare for the poorest of the poor and funding for low income housing, forcing even more people into the streets and into homelessness, all to proving more tax cuts to billionaires.

        It’s going to be a long road back, rebuilding this country and restoring democracy from what survives.

        Trump voters, though not the true cultists, are starting to wake up as they lose their federally-supported jobs and essential benefits. I’m starting to feel just a hint of optimism for the (long distant) future.

  6. Makes me think differently about a lot of water in a chart. There’s ways to enforce laws without diminishing one’s humanity and treatment of others. I think most people think like this, but Trump works on stirring things up in people’s limbic systems, the part of the brain which is more primitive and based on fear and emotionalism.

    • Ironically, this type of emotional manipulation seems to work best on men who consider themselves hypermasculine, manly men.

    • There is a Jamaican saying that ‘too much of one thing is always good for nothing’ (maybe it’s not Jamaican but Jamaicans say it a lot). So too much water, air, earth or fire never bodes well in a chart – difficult to find the balance and translate same. I do think also it depends on the planets in play, i.e some are harder than others to navigate with the concentration. So we do see that Trump does play on the emotions of the populace regarding immigration with never a thought about the original US population actually came from and built on migrants, i.e. settlers and enforced labour to build the so called great land.

    • @Nancy The water in the charts is very important to the issue. The particular issue is controlled by the lust-disgust visceral reaction. It is even possible the lust-disgust reaction is the foundation of all watery emotion.

      The Water connection is a very intimate connection element. For me, water means; lunar mother, plutonic grandmother and neptunian all mother. Sharing your body with another entity, another generation (the grandmother carries her own daughter entirely including her eggs) or everything. Most women do quite a lot to maintain purity, with medicines and food, while pregnant. Very risk averse.

      Now we add in the psychology of humans. If you show people a picture of a man eating worms and you can tell by their reaction whether they are right of center or left of center. Right of center people react in a more avoidant way.

      The NIH’s description of the left of center reaction which they describe as the open and ambiguity-tolerant style. Ie Harm avoidance and fairness. The right of center reaction is structured and persistent cognitive style. Ie Harm avoidance and purity. The NIH found the reaction was already determined in the conductance of the skin and the startle blink from the image shown.

      One of the less gruesome scenarios they describe, is “would you eat your favorite soup if it was stirred by a thoroughly washed flyswatter?” Still the answer for me would be absolutely not. I have a very strong visceral reaction even thinking of eating that makes me frown. I’d dump that soup. I would not want anyone else to eat it either. And if I kept thinking about it, I would have to throw out the bowl too.
